Harry may only appear in the game when Tony Montana is distributing drugs from the Cayman Islands to Miami. He, along with Jim, will also shoot at Montana with his Coast Guard-styled Attack Boat when Tony is doing a mission in which he needs to drop or collect some drugs around the sea with a Powerboat in both territories. The player can never directly interact with Harry in the game personally.
Harry (like Jim) can also appear as a Bloodsport fighter and can be bet money on, although his name will be listed as "Tom", implying Harry could be his surname or either of the two could be his middle name or just a pseudonym. He is usually very good in Bloodsport matches.
