Jeffrey is a gangster who works for the Ortega Cartel. Unlike most members of the Cartel, Jeffrey is Latino instead of Jamaican.

Jeffrey is encountered in The Sandman's leads on the Islands, concerning the Ortega gang. Him and Bunny spawn more commonly than the other members of the cartel, similar to Delroy. He can be talked to if his role is not hostile, but otherwise may appear as an enemy all over the Islands. At the end of some leads, Jeffrey and a clone of his will be the ones to give the player his hit reward when the job is done. Jeffrey can be talked to after Tony Montana receives the money.
Jeffrey is not encountered in free roam otherwise.
