Talk To The Sandman is the second-to-last storyline mission in Scarface - The World Is Yours, it is unlocked immidiately after the mission Tranquilandia is completed.

Tony go talk to The Sandman, he says that he can never rest until Sosa dies, Sandman says that he wants it to Tony as well, he says that Tony has helped him so much that he wants to sell his plantation to Tony, but Tony refuses, he says that it was a pleasure to work with Sandman, Sandman then wishes Tony good luck.
