Waldo Rojas was Omar Suarez's assistant and an associate of the Lopez Cartel.
One night, Omar and Waldo meet with Tony Montana and Manny Ribera at a restaurant where both men are working as dishwashers. Omar offers them a low-risk job and tells them that he'll pay them $500. Tony demands more money which angers Omar. Omar even tries to pull out his pistol though Waldo stops him and whispers something about "the Colombians" and calms Omar down. After Omar gives them another deal, he and Waldo quickly drive away after Omar insults Tony. It is unknown what happens to him after that. It is also unknown why Waldo recommended the inexperienced Manny and Tony for the more expensive cocaine deal, although his words of "the Colombians" suggest he knew about the dangerous reputation of the Toad.
